We are still unaware whether a similar
offer is to be made to the S.S.
It seems to me that there are some advantages
in accepting the offer of supply at the average
price of 1914. The cost cannot differ appreciably
by harchading
from what would be paid 'in the open market, and

we have the advantage of establishing the princi-
ple of direct supply from Govt. to Govt., which
we have been advocating. If, moreover, there is
again an inflation in the price owing to a ring
cornering the open market we shall be at some advan-
tage in making further representations to India

if we are in special relations for supply.

The S.S. would like to accept the average price
of 1914. But we do not know if the offer will be
made to them, and in any case, in view of their
contracts, it cannot operate till Nov. So I do not
see any great harm in letting H. Kong do as Sir
H. May and Mr. Severn wish during 1914 - in the
course of which we may hope to negotiate a more
comprehensive arrangement.
